  1. In the first sentence the correct place for the hedge is spot number 1. In this sentence the speaker wishes to express that the name of the drug is not as official or stabile in a sense. Hence they use 'so-called' to lessen he emphasis on the name of the drug.

  2. In the second sentence the correct spot is number 3. In this sentence the speaker wishes to recognize that the term 'moral center' is not a fixed expression and thus they use 'if you will' to express the fuzziness surrounding the concept.

  3. In the third and final sentence the correct spot is number 3. As it were functions very much the same way as 'in a way' or 'so to speak' and hence the third spot is the most logical spot to place this hedge as the speaker wishes to express that the things that they are talking about in a sense hibernate to get through the winter.
